2nd Executive Board Committee Reports - Dec. 1, 2007

Legislature Planning Committee

Friday, Nov. 30, 2007

  • We started off with Annie passing out agendas and collecting bills. Since we all got our bills done, we got brownies! (which Annie baked herself, and nearly destroyed her kitchen)
  • A sign in sheet was passed around while we ate our brownies.
  • Jessie, Andrew and Natalie began working on prioritizing bills.
  • Annie read over everyone’s emails to make sure they were right.
  • Katelyn Enzor was introduced as the new head reporter.
  • Next, we all stood up and introduced ourselves with our name, role and one goal.
  • Mr. Adam took pictures of us during this whole time (and they looked funny).
  • Mr. Wickie read over the bills with us and gave us 2 minutes to discuss each committee’s bills. During this discussion we prioritized each bill in each committee and the top five were chosen.
  • The chosen bills are as follows:
      • JJ – Any crime will stay on permanent record.
      • JJ – Over 15, felonies tried as adult.
      • JJ – Covicted drug or alcohol user must go to 6 months of rehab
      • JJ – 500 hours community service for possession of illegal narcotics
      • JJ – 14 – 17 misdemeaner gets 500 hours community service
      • CJ – GPS in criminal cars
      • CJ – no bail
      • CJ – jail cells sanitized
      • CJ – sex offenders get clean record after 10 years with no offences
      • CJ – death row must die in 2 years
      • GCT – no restrictions on flag display
      • GCT – no religious restrictions in cemetery
      • GCT – bus seat belts
      • GCT – minimum of 45 mpg
      • GCT – no tires over 40”
      • ED – classes on firearm safety
      • ED – restriction on hours of homework
      • ED – teachers suspended if too many failing students
      • ED – require certification for homeschool teachers
      • ED – mainstream disabled students
      • AG – animal euthanasia illegal
      • AG – pesticides bought with no liscence
      • AG – renewable fuel must be available
      • AG – punish employers with migrant workers
      • AG – ban horse slaughter
      • HHS – immunization/personal beliefs
      • HHS – ban chemotherapy
      • HHS – ban birth control
      • HHS – no smoking, 20 ft radius
      • HHS – healthy food on campus
      • HHS – must be 15 to be employed
  • The committee adjourned until Saturday!

Saturday, Dec. 1, 2007

  • A sign in sheet was passed around to take role, followed by introductions of our names and roles.
  • We briefly went over the code of conduct once again.
  • Party Leaders: you all have to turn in anything you want copies of, like posters or pamphlets, by 3rd exec.
  • Annie was then reminded to hand out our agendas. (Annie handed out agendas.
  • There was no t-shirt sub-committee report, but there should be an idea by the end of today.
  • The power points will be taken care of by Ardee.
  • A LAW sub-committee has already been formed, and we still need people to help plan and teach it. This will be talked about at the end of the meeting.
  • 4-H day at the capitol is March 12th, everyone should come if they can! Mr. Wickie gave us a summary of what goes on there.
  • Mr. Wickie went over a few things. We need to go over manual one so we know hat we’re doing and can help others. We decided to have some kind of quiz or competition at 3rd exec on this information.
  • We next had a breakout session. Committee chairs went over their bills and wrote pro and con statements for each. Other roles met with different adults to set goals and review their roles on committee.
  • After working in our groups we reconvened for closing remarks.
  • Next Mr. Wickie is ecstatic! We have already decided on all our bills for each committee and written pro and con statements! They will be online by the beginning of January, which apparently has never happened. More people broght bills than ever before. Ms. Debbie is in awe!
  • We need to get to know our counterparts as well as other committee members. Once a month we should be talking to at least our counterparts.
  • Mr. Wickie says we should be so prepared by the time we get to Leg. that we make our advisors look unprepared.   
  • Next we went over super committees, which will be in effect in the senate. This will involve two senate committees combining, since senate committees are typically small and take much less time to get things done.
      • AG and ED would be merged, CJ with JJ, and HHS with GTC.
      • This also benefits the lobbyists as they won’t have to find as many rooms and stand less chance of getting lost.
      • While this may end up making the meetings very lengthy, it will probably eliminate nonessential comments and expect the senators, who are usually upperclassmen, stay serious and involved.
      • We will need to be very prepared!
  • Annie gave us our closing remarks.
  • Remember to read manual one so you are prepared!
  • Party leaders have requested that committee chairs inform them of our parties now. House and senate split up to divide evenly between the parties and turned in their decisions.
  • We then took a committee picture and adjourned!

Communications and Council Support Committee Report

At 2nd Executive Board, President McWilliams first addressed the committee about his goals and a few ideas he has. We then reviewed the subcommittees created at 1st Executive Board to find that the best defense against budget cuts is individually attending county commission meetings (especially those that will deal with the budget) and there is now a 4-H Myspace and blog (on blogspot.com). We proceeded to discuss what should be put on the web pages and decided to include summaries of state 4-H, this committee, past events, links to 4-H websites, updates of what counties are doing, and other activities. The Chair assigned members of the committee to put parts of the web page together. We also discussed the recruitment goal and how districts were beginning to implement it. The committee was then dismissed to go look at the baby bear in the tree.

Congress Committee

The meeting was called to order at 8:11 am. Secretary Eileen Cowdery read the minutes, and Adam Estes made a motion to accept the minutes. The icebreaker was indefinitely tabled, so we moved on to the discussion of the schedule change to make County Night Out on Thursday instead of Wednesday.

We are considering moving County Night Out to Thursday, and holding the awards ceremony directly after dinner. Workshops would go somewhat longer on Wednesday and we would eat at Gator Dining on Wednesday night. Holding an awards banquet in the Rion Ballroom would save money and we would have the option to use various lighting and sound technology. It was suggested to use a buffet line similar to the dinner style at Leg. 8 were in favor of keeping the banquet, 3 voted to change the banquet to an awards ceremony.

We then moved on to the Congress tag line to go along with the theme of, “Congress – it’s a green thing”. It was suggested to use, “it’s our duty to keep Florida’s beauty”. We also suggested, “Youth for Environmental Awareness,” the “Green CREW,” and “Youth for the Environment.” We decided on “Youth for the Environment.” We voted on design #5 for the back of the shirt, and #8 for the front of the shirt. We also decided on a white shirt color. Amy Gallimore is our first choice for a Monday night speaker. We’re having dances on Tuesday and Thursday night, and on Wednesday we’re keeping the air band competition at the performance hall so we can use their facilities, and because of increasing time constraints.

We then broke into subcommittees including public relations, community service, and program. The community service ideas included:

  • Recycling craft projects
  • Operation military kids
  • Habitat for humanities
  • Land/recycling/waste centers/water center
  • Dog treats or Humane Society
  • Department of Conservation (fish and wildlife)
  • Animal recycling
  • Kids centers
  • St. Jude Hospital
  • Alachua County Extension
  • Boys and Girls Clubs

The public awareness sub-committee suggested their plan for the skit. They planned to use a Jeopardy theme with contestants from the audience.

The Program committee suggested the following ideas for workshops:

  • Drama
  • Physical Therapy (sports medicine)
  • GPS tracking
  • Campus Tour
  • Tech-Public Speaking
  • Journalism
  • Survival
  • Keep some Environmental, Agriculture, and Leadership

We came back together, gave sub-committee reports, and adjourned the meeting at 11:11 am.

Constitution Resolutions

Kelly Wildermuth welcomed everyone back to the committee. We then went around the room and reintroduced each other. Ashley Avant read the secretary minutes from the last Committee Meeting. Jared Padgett and Devon Parke then presented their class that they are planning on teaching at the intermediate L.A.W. Kelly they broke us up into sub-committees to work on the different parts of the class. After we broke into the groups we all took a different path from what we were presented. We came up with a skit that showed the constitution not being followed the right way after we finish the skit we are going to go back and show them the correct way. We also set up two conference calls (January 6th and January 24th).

Law Committee Meeting

Friday evening our committee began announcing that there will be a LAW for seniors held at Camp Ocala in January and a LAW for Intermediates at Camp Cloverleaf in February. Our goals were read off for both events and it was discussed breaking into sub-committees for the INT LAW and SR LAW.

Theme ideas were proposed and are as follows; Accept the Challenge, Fantasy of 4-H Enlighten Your Imagination, and 70’s, 80’s, 90’s. It was voted on and Accept the Challenge was chosen. It was then brought up that we may need to change Accept the Challenge to Rise to the Challenge, due to copy righting politics, however it was suggested and never voted upon.

Concerns were then mentioned about the amount of seniors that attend INT LAW last year and that we would need to limit the amount of seniors coming. Allowing only as many seniors as we needed to have for workshop purposes come. Having a representative from each District teach a class was an idea, along with incorporating both fun and education workshops into the event.

To see about how many committee members would be on each sub-committee we split into two groups according to who had voted for INT LAW and SR LAW. We had people write down where they would be and we then dismissed.

Sunday morning began by breaking into our sub-committees. In the INT sub-committee the following was discussed:

  • Morning workshops - Having all the kids rotate between the following four; Legislature (representing Heart), Healthy Lifestyles (representing Health), State & National Event Opportunities (representing Head), Community Service representing Hands). We want to stager the workshops between the interactive and the educational.
  • Afternoon workshops - Wanted a mixture between education and fun, and talked about offering less workshops but offering them more than once, and assigned who would teach what. Along with considering the seniors we wanted to invite to attend (choosing them by those who have younger siblings who would be coming).
  • Schedule - Talked about what we wanted in our schedule and began fitting in the main events we had already planned and creating the Friday evening and Saturday part.

We came back together and voted on having illuminate conference calls on Sunday Dec. 16th at 8:00pm est. and Sunday January 13th at 8:00pm est. Each sub-committee then went over what they had planned, talked about more workshop possibilities, and then dismissed.

Ways and Means Committee Report

  • Meeting called to order at 1:13 p.m.
  • Booth ideas for Saturday’s carnival: Football Toss: 50 cents, Quarter Toss, Water Balloon: 50 cents, Pie a 4-H Agent!
  • 3rd Executive Fundraiser ideas: Push-up contest, Best leg contest, Auction off a slow dance/date, Car smash fundraiser for either Sr. LAW or for 3rd Executive Board
  • YEARBOOK! Each member of the Ways and Means Committee must sell five yearbooks, five personal Ads, and five business Ads by 3rd Executive Board: March 14th-16th, 2008
  • Meeting adjourned at 2:08 p.m.
